El mundo está experimentando cambios profundos y complejos. La paz y el desarrollo siguen siendo los temas principales de la época y, junto a la cooperación y la ganancia compartida, se están convirtiendo en imparable corriente de los tiempos, mientras el viejo sistema colonial se ha desmoronado, ha desaparecido la confrontación de bloques de la Guerra Fría y ningún país o grupo de países puede volver a controlar por sí solo los asuntos del mundo. Numerosas naciones con mercados emergentes y países en vías de desarrollo han encauzado su desarrollo por el carril rápido, a la vez que más de mil millones de personas, e incluso decenas de miles de millones, están acelerando el paso hacia la modernización, que en las diversas regiones del mundo se vienen formando muchos centros de desarrollo y que la correlación entre las fuerzas en el plano internacional evoluciona constantemente en favor de la paz y el desarrollo mundiales. In unserer heutigen Welt finden derzeit tief greifende und komplizierte Ver?nderungen statt. Frieden und Entwicklung bilden dabei noch immer das Thema unserer Zeit. Gemeinsam mit den Prinzipien der Zusammenarbeit und des gemeinsamen Gewinnens entwickeln sie sich zum unaufhaltsamen Trend der Gegenwart. Das alte Kolonialsystem ist wie ein Kartenhaus in sich zusammengestürzt, und die Konfrontation zwischen den Bl?cken w?hrend des Kalten Krieges existiert nicht mehr. Kein Land und keine Staatengruppe sind noch in der Lage, allein über weltpolitische Angelegenheiten zu entscheiden. Eine Reihe von Schwellen- wie Entwicklungsl?ndern ist bei der Entwicklung auf die Schnellspur eingebogen. Mehr als eine Milliarde, und sogar mehrere Milliarden Menschen bewegen sich derzeit in hoher Geschwindigkeit in Richtung Modernisierung, eine betr?chtliche Anzahl von Entwicklungszentren entsteht allm?hlich überall auf der Welt, und das internationale Kr?fteverh?ltnis tendiert weiter in eine für Frieden und Entwicklung in der Welt günstige Richtung. Gleichzeitig gibt es auf der Welt aber auch Unruheherde. Die Menschheit sieht sich noch immer mit zahlreichen Schwierigkeiten und Herausforderungen konfrontiert. Angesichts der fortschreitenden Multipolarisierung der Welt, der zunehmenden wirtschaftlichen Globalisierung sowie des st?ndigen Voranschreitens der Multikulturalisierung und der gesellschaftlichen Informationalisierung verfügt die Menschheit heute über günstigere Bedingungen denn je, Frieden und Entwicklung als Ziel zu erreichen. Au?erdem sollten wir alle gemeinsam noch gr??ere Anstrengungen auf uns nehmen, um neuartige internationale Beziehungen zu gestalten, die von Zusammenarbeit und gemeinsamem Gewinnen gepr?gt sind.

Le monde d’aujourd’hui conna?t des changements profonds et complexes. La paix et le développement restent cependant les thèmes de notre époque. Ils forment, avec la coopération et l’esprit gagnant-gagnant, un courant irrésistible de notre temps. La confrontation des blocs durant la guerre froide est dépassée. Aucun pays ni aucun groupe de pays ne peut monopoliser les affaires mondiales. Un grand nombre d’économies émergentes et de pays en voie de développement connaissent une croissance rapide. Plus d’un milliard de personnes avancent vers la modernisation, plusieurs centres de développement se forment dans les différentes régions du globe et les rapports de force au niveau international favorisent la paix et le développement du monde. Parallèlement, notre planète est encore loin d’être paisible. L’humanité est confrontée à nombre de difficultés et de défis.
